The occasions on which reforms have been
proposed or may come to be proposed [in cases
in which a prejudice to the existing interests
of individuals is inseparably attached to the reform
in the first instance] may be refermred to the he
one or other of three heads: political economy,
finance, or the administration of justice — I
shall successively touch upon these three heads, speak of
the reforms that present themselves under each,
and shew the sort of and degree of regard that in each instance
appears to be due according to the principle of utility to the existing interests of
the individuals that appear to be respectively
affected by them in the way of damage.
