XVI. Improved prisons

Another scrape indeed, it must be confessed, my Lord,
and in appearances at first blush at least, a still more serious one,
is that which the worthy Magistrate seems to have
fallen into, by asking for Jail-building money from
Parliament, to ease his County from so much Poor-rate.
It was but But t'other day, as your Lordship has been away
that great persons on this very occasion were at the pains of breaking through
Acts of Parliament to were broke through by great pains, to shake the burthen off from government, and throw it lay the burthen upon the
Counties. Great persons giving themselves this trouble breaking through Acts of Parliament
to tax lay the burthen on the counties: and already he calls upon
them to undo their own undoings, and get Parliament
to lay it on take it off the counties! The Counties did I say? I beg his pardon I mistake
not all the Counties together, and by a General Act—but the richest County but one County only
and that alone by a particular Act—by a privilegium
which he would have thus made wants to see
to be made on purpose!—A more unfortunately
timed pretension, having to all appearance at least, surely was never
brought put forward
fallen into by a gentleman who than this which has
been thus pleaded for blurted out insinuated
thus fallen into, by a gentleman who, I dare answer for
him, meant nothing less than to offend times and seasons heterodoxy.—Ala[s]!
why did I not see that fatal page, before it made
its escape out of the press! no human being so insignificant,
but that accident may throw in his
way the means of service.

On this untoward occasion, what is there that
can be done for a gentleman, who in the midst of his
anxieties to steer clear of the rock of offence, has thus
ran full against it and split fell upon it? Step in
once more, my Lord, to his relief, for nothing less than a
great person can effect it. The scale of the fountain of
