In the domain region of realities—in politic the domain
of political economy, the existence of supply does not
follow, with with altogether equal facility and certainty quite so easily and certainly, form the
recognition of a want. Scarcity of corn does is not
immediately and necessarily productive of abundance.
But the empire of magnitude recognises no such difficulties: and
one of the most extreme and most provinces of that empire is the domain
of Common Law.

Seconded thus and fortified by imagination.

Necessity which even where there is law, is above
law, finds still less difficulty in putting itself in the
place of law, and making law where there is none.

In an 1766 early period of the present reign, Corn being
scarce, and exportation enhancing the scarcity everyday making it every day scarcer, it fell to the lot of the
first Lord Chatham then at the head of the Ministry with the help of his friend the first
Lord Camden then at the head of the law to do what
was to be done towards the application of a remedy remedying it, Corn they
could not either of them make. Law it was part of the trade
of one of them to make—I mean of that sort which
is made by lawyers—(as Alexander the High Priest
of Esculapius made Gods) an pretence of finding it ready
made. He fell to work in his way and made[+][+] under the inspiration
of all the sainted Stuarts—
out of the same materials
of which God Almighty
made the world. a
Constitutional law authorizing empowering the Privy Council Kings Servants at
any time during the recess of Parliament— that is at
any time during their own pleasure to suspend any law
or laws of Parliament. The This new-found law was in direct repugnance
to the Bill of Rights: But, imagination being
at least as old as Adam, this law of theirs was anterior to the Bill
of Rights. It is endless was scarce to say who were
then in power: those who know what party-men are, and
those who know in particular what those men were may
imagine what the outcry that there would have been made had they
happened to have been in the other side.
