When they put

under one common law of arbitrary will and pleasure:
nor it without distinction— a key only being put into
the hand of the Governor the Jailor only being contemplated <add>accommodated with a key</add> by means of which it would
be in his power to let out such, and such only, as he
pleased. If any man had human being— Officer, Civil or Military—
Settler, emancipated or independent+— or any body else were to have/had either a private had a quarrel
with the Governor, or on public ground a desire to return
to England to prefer a complaint, or give evidence against
him—this instruction precursor <add>power <add>instruction <add>expedient</add></add></add> (supposing it correctly
stated) would at the same time give impunity to
a guilty Governor—and with the condition of a
convicted felon that of the individual whom he had injured.

To enable us to form a distinct conception of the
conduct pursued design of each Ministers here at home at this time, in relation
to the liberty of departure from the Colony, as to the grant point—
I mean the condition of Expirees) —to let us see
I mean whether any distinction was now made in
this respect between those who might and ought to have been and those
who could not lawfully be detained be lawfully kept there— one piece of information
would be necessary, which I have not been
able to find in the journal of Captain Collins. This
is whether in to the Instructions by which be sufficient this
branch of the liberty subject, was thus laid at the feet and subjected to the will and pleasure
if the local despot, any and what other instruction
(secret it must evidently have been, if any)
was annexed, tending to give him direction
or in any other way set limits, to the exercise of that
will and pleasure. If so, If what were the case phases
if one may so say of the will of the despot here at home was turned towards
this branch of liberty in the instance of the expirees?
whether the Governor was commanded to permitt their departure
from the Colony, or was forbidden to permitt it or expressly left to received permission
liberty to do harm in express words, to forbid it or permitt it at his discretion
