are the only punishments of which Convicts are in dread.
The Hulks are the promoters of iniquity of every description,
sinks of Sodomy, — and graves to many,
who might have been induced to reform, provided they had been were
taken into a proper Penitentiary-House. — Transporting
Convicts to N. S. Wales is not looked upon, by the Convicts,
as a punishment: on the contrary, it is a new scene
for gratification of their curiosity; a pleasant variety, &
a matter of amusement. Reformation is out of the
question. Besides, similar crimes are perpetrated
there, as at home; for, as the Police there is inefficient,
there is much better prospect of escaping detection.
In short, so distant a Settlement can never be of the
least benefit, either to the Convicts, or the Mother Country.

If your Lordship will take the trouble of reading
the second volume of Collins's transactions at N. S.
Wales, you will be convinced, that the Settlement, at
Norfolk-Island, is declining rapidly; and that the
whole scheme, at that place, as well as at Botany-Bay,
must be relinquished at last. Indeed, if the Convicts,
who are now at those places, would only be so far true
to each other, as to try their strength against the
civil power, there would not be an Officer left alive, nor
even a Soldier, in the course of twelve hours.
