space. By the same powerful cause, the effect
is influenced in a variety of other ways:
amongst others, by diminution of the number
and expence of inspecting eyes. If this be true
of all such concerns in general, it will be more
particularly true in proportion as reluctance,
or unpractised awkwardness, prevail among
the working hands. —
Among the variety of rocks on any one of
which Mr Pitt's ever memorable Poor plan
would have split, was that of the smallness
of the scale. Not certainly of the tout ensemble —
that was as large as it could be — but of each
component establishment, as distinguished by
a separate mass of building and a separate
set of officers. Had the scale been as large as
that of the average of the existing Suffolk
Industry Houses, the estimated expence for the whole
