Extortion
no longer in any state of dependance on the officer, to take a fee
or pretence of right is not properly extortion, but Fraudulent
obtainment nevertheless it may be treated only as extortion.
2 From p 4 [(E)Due] A fee may be unlawful either as to the whole of its
value or as to part: when only as to part, the extortion is to
be estimated only according to that part.
