specific enumerations if any to the conclusion, there if necessary to be detailed once for all: through only have more than they did to wherever the former . They They
should be compleat, or none at all not given — the formal enumeration detailing of them at the end will awaken command the attention
of the composer, & make him more careful in seeing that it is compleat: as they are at pres present
to be over in every sentence, & sometimes two or three times in a sentence he is una unawares

to hurry through them through a kind of & with less care to the rendering them as than he would otherwise bes bestow his attention is absorbed & dissipated by the multitude & circum of it's objects. the attention is distracted and absorbed. Specific enumerations should never be recurred to but when the extent of the general Term is dubious.
When specific enumeration is not compleat, the Judges notwithstanding the general Term will
find a pretense for cutting off from the import of the act all the subjects not specified.

A remarkable instance of this sort to this purpose sort is Stat. Geo. making it
to Sheep or other Cattle. d'Alembert's words are so order'd <add>adjusted as to</add> expresses just all that he means, & nothing more. The Judges admitted the Sheep, but construed aw away
the other Cattle: had the other Cattle which were in the contemplation of the framers of the
Act be specified likewise, it is plain they must have admitted them alike: but they must
also have done so at least admitted others besides Sheep, if the specific designation of Sheep had been
omitted: instead of rejecting the word Cattle they must have interpreted it - for what ever
liberties they sometimes esteem themselves authorized to take with an Act the meaning of the Legislature, some meaning
they are bound have always <add>must necessarily</add> consider'd themselves as bound to give it. = applied merely to the form, supposing the substance to continue the same

18 PREAMBLES Nugatory.

18 Verbosity from nugatory Preambles, the content of which are implied in the very circumstance
of enacting making a new provision - as that the old Law is insufficient to incommensurate to prevent the mischief: told over & over
in the Statute book in a profusion of words, & in a thousand different ways.

19. NON-OBSTANTE'S Nugatory

19. Verbosity in the unnecessary repetition of non-obstante-clauses — if the provision in
question is not repugnant to any former one, it one such clause is useless: if it be, it's is prevalence is necessarily implied
in the circumstances of posteriority of it's date.

By these Rules, the <add>pruning of these difredundancies</add> the actual bulk of the Code will be reduced [one half] with the advantage of greater precision than it had possessed before: what remains by the <add>proposed alteration</add> will be of method what remains will be presented in a form less irksome to the apprehension & less burthensome on the memory.
