Counties in respect of those goals, but would be the means
of the Gaols themselves being neglected — by which means
the greater part of the Prisoners, who now are; or hereafter may
be, confined in them, would necessarily be sent to the Panopticon,
where the expences attending their custody must be borne by
Government, instead of being defray'd by the respective Counties.
