not each to that particular Road with which
it is concerned

5. Such lights as in the progress of experience
may arise be struck out by thte variety of persons interested towards the Improvement of the
System all having one & the same Act <add>Law before them</add> will be communicated & applied not
to one small division only of the Kingdom,
but to the whole Kingdom at once.

The advantages that will result from their putting
of these & any other Provisions that may be generally
applicable into the one General Act rather
than into every particular one separately are
these.
