TURNPIKE ACTS Particular — Advantages of Consolidating them.
as chance may have thrown into his Hands.
5. The attention of several divisions of the whole Kingdom being bent
not each to that particular Road with which
it is concerned
5. Such lights as in the progress of experience
may arise be struck out by thte variety of persons interested towards the Improvement of the
System all having one & the same Act <add>Law before them</add> will be communicated & applied not
to one small division only of the Kingdom,
but to the whole Kingdom at once.
6. Those Difficulties Doubts & that confusion will be prevented,
which must arise from the comparing <unclear>of<add>where</unclear> upon the occasion of their executing</add>
from the discrepancy difficulty of between reconciling the several clauses of particular Acts Statutes & with these of the General one with which, the they bear upon the same , no pains care will not always have been taken to confront them. Perfectibility
thine in The provisions in question were not inserted in the Consolidating
General Act, because they were not contained
in the scatter'd General Acts out of which it was
compiled.
The improvements here proposed are such as have
been suggested rather by the internal comparison
of the parts of the present Act, than from any
external lights — Whether it to consider it absolutely
relatively, it be right or no <add>or be not, expedient: it may at least, by considering it</add> be made consistent.
Example Whether oxen should be allowd in greater numbers, not questionable consider'd: but if they should, the proportion & number in y cases should be proportionate
One great advantage resulting from the consolidating
of the scatter'd Laws relative to one Title into one Body, is
the facility which it gives of noticing it's defects & applying the requisite corrections.
---page break---
The advantages that will result from their putting
of these & any other Provisions that may be generally
applicable into the one General Act rather
than into every particular one separately are
these.
First 1. As it they concerns the not this or that particular
District but the whole Kingdom theyat may be supposed
to have more attention paid to thatem in Parliament & to be established
on better advice in, than any
2. A great load of Writing Paper & a considerable some saving expence
made in national expence. will be saved to the nation
which would otherwise in process of time encumber the Collection will be intercepted.
3d. By means of the uniformity it will thus introduced
they who are concerned in more Roads than one
by knowing the regulations concerning one, will know
these which concern all.
N.B. Count the Total Number of Particular Road Acts in the Statute Book & observe the lst.
4. A more copious & adequate System of Regulations
may be expected to be presented provided for this purpose;
than it can be expected should be presented occurr <add>in every instance to</add> every
