Stated under Ch. X.<lb/><hi rend="underline">Defensive Force</hi>, as to<lb/>repression of occasional<lb/>abuse of military power<lb/>
the inefficiency of inhibition,<lb/>
and thence the<lb/>
demand for notoriety of<lb/>
what is done: military<lb/>
necessity being in war<lb/>or contemplation of war<lb/>
a justification.</p>

cognizance given<lb/>
to a non-military functionary,<lb/>
commanding<lb/>
a radical force superior<lb/>
