14 July 1808 + Answer F 1 Requisition entituled Query 6 No 6

Answers
Query No 6
"The Accountant is required to state where the
"several articles ordered and provided f by him as necessary
"for the purposes of this intended establishment now are,
"and whether the same are forthcoming to the use of of
"His Majesty's Government."

Answer —

I obj To this requisition I object mo on two
distinct grounds —

1. As irrelevant, and not coming within the authority of the Board.

2. As unjust in itself, supposing at the that it
lay within the authority of the Board to make adopt it.

3. Then as before, to protect myself, my conduct, whether it be there by
necessary now very necessity or not, against the imputation of concealme
having having had any thing in it, that requi to which concealment would be any
advantage, I shall furnish notwithstanding the information
which thus required of me.

1. First as to the authority of the Board: in
respect of which however I mean to speak as under
correction, and as appealing to and not against the
Board itself.

The authority of the Board, if t my conception of it
be just, correct, is confined to pecuni accounts of a pecuniary
nature: to the taking cognizance of the money,
received by of government by individuals, in the direction
of persons accountable in respect of these monies,
for the purpose of judging [+] <add>interest Account </add> [+] in the instance
of cash Accounts, to
what extent, if any,
whether how far they have been
applied to the purposes for which they were issued, and if there
be be a baliance unapplied,
to recover it. institute
measures for the recovery
of it.
