PUNISHMENT. It's measure profit

The Pain + + Thus for the principle — for the details — the damage Punishment must [in all cases] be superior
to every the possible profit pleasure of the Crime taking the word profit in a large sense & not merely as confined to money, and that not merely the ordinary — but every possible pleasure that is the pleasure in every individual case: for if it &c — if it
comes short of it in any case, there one, that sum whereby it will remain
after the Law falls short is executed a clear motion adequate
to the difference for the committing it by to which nothing is opposed.

pecuniary penalty for Murder & many as well as for several other atrocious
crimes — The consequence of which, institution if it's observance
could be have depended upon, would have been.
