Polit. Deontology
Love of liberty is but secondary, a negative
principle. It supposes admits a existence

philanthropy.
Where In so far as the ruling principle is the maximum of utility
the correspondent affection – the affection from which it receives
its support, and by the cultivation and exercise exercitation of
which it is is strengthened – is philanthropy.
Where the ruling principle is the love of liberty,
the corresponding affection – the affection from which it
receives its support, and by the cultivation of which and
exercise of which it is strengthened, is but self regarding
interest.
Love of liberty is but importance of controul.
But controul is necessary not only to the well being but
to the being of society. Importance to Controul is necessary
to be being of every government: of the best not
less as than of the worst. The exercise application of controul
is the essential character of all government.
