<p>At a meeting of the Rector, Church Wardens and Vestry<lb/>
of the Parish of Saint John the Evangelist Westminster<lb/>
specially convened for the purpose held on &#x2014;</p>


<p>Monday 26<hi rend="superscript">th</hi> November 1798</p>


<p>This Vestry having maturely considered the<lb/>
Heads of a Bill, proposed to be brought into<lb/>
Parliament, for the inclosing of Tothill &#x2014;<lb/>
Fields and Erecting a Penitentiary House,<lb/>
for confining and employing Convicts, &#x2014;<lb/>
Unanimously came to the following<lb/>
Resolutions &#x2014;</p>
<p>Resolved</p>
<p>That the inclosing Tothill Fields and<lb/>
Erecting a Penitentiary House, according to<lb/>
the Plan proposed, which will occupy a<lb/>
space of 34 Acres clear of Roads &amp;c, out of<lb/>
56 Acres of which the Fields consist, will<lb/>
be highly injurious to the interests of this<lb/>
Parish &#x2014;</p>
<p>Resolved</p>
<p>That it is the Opinion of this Vestry, the<lb/>
Erection of a Penitentiary House within the<lb/>
Boundaries of the Parish, will not only<lb/>
tend to prevent all future Improvements<lb/>
but will also immediately and materially<lb/>
effect the Property of Persons having Estates<lb/>
therein, by depreciating the Rents of<lb/>
Houses, causing many now Occupied to be<lb/>
quitted, and adding considerably to the<lb/>
Assessments for the Relief of the Poor,<lb/>
which are already <sic>extreemely</sic> <sic>burthensome</sic>. <add>Resolved</add></p>

This Vestry having maturely considered the

Parliament, for the inclosing of Tothill —
Fields and Erecting a Penitentiary House,
for confining and employing Convicts, —
Unanimously came to the following
Resolutions —

Resolved

That the inclosing Tothill Fields and
Erecting a Penitentiary House, according to
the Plan proposed, which will occupy a
space of 34 Acres clear of Roads &c, out of
56 Acres of which the Fields consist, will
