It is now somewhat more than three years since
overtures were made on the part of Government
to the Dean and Chapter of Westminster for
the purchase of a part portion of Tothill Fields for the
purpose of the intended Penitentiary House, according
to the plan of division hereunto annexed,
by which other portions of the same Waste were
proposed to be allotted in severally to other parties
interested to claiming to be interested, in conformity
to what were supposed to be their rights, interests and wishes.
