<p>from Visitor's at large moderate fees for admission<lb/>
to be applied to the <sic>encrease</sic> of the provision above<lb/>
mentioned for the old age of the Prisoners or otherwise<lb/>
Nevertheless for the more regular extension<lb/>
of the authority of the County Magistracy over<lb/>
the local sphere of their jurisdiction, Be it<lb/>
enacted, that any Justice of the Peace for the<lb/>
County wherein the said Penitentiary House shall<lb/>
be situated being to the Governor or any of his subordinates<lb/>
known for such by the production of<lb/>
his <add>the said Justice's</add> <hi rend="underline">Didemus</hi> or otherwise, and if required, having<lb/>
each time written down his name &amp; abode in a<lb/>
book to be kept for that purpose, shall at all times<lb/>
have access gratis to the said Penitentiary Establishment<lb/>
and to every Prisoner thereto belonging, with<lb/>
power to inspect any of the public books and papers<lb/>
therein kept, and therein to make what stay he shall<lb/>
think fit, so as at the same time not to disturb<lb/>
the management &amp; economy thereof.</p>

machinery<lb/>
or processes&#x2014;</note>

shall under colour of this authority have any right<lb/>

employed or processes carried on in the said<lb/>
Establishment.<lb/>

Panopticon Bill Governor's Checks
