 Reasons against Vouchers

Be the above definitions respectively more or less correct, 
viz. with reference to the purpose here in question
(for no such document as an Invoice happens at present
 to be accessible to me )  which     copies of the <add> individual Invoices in </add> 
question,  viz. that which in this occasion if this Account were sent in to the Board  not having been preserved) what is certain is 
that in neither instance does the document possess, 
 for or  in respect of the correctness or completeness of the statements
 contained in and    expressed by it, either of the securities 
 respectively afforded by the sanction of an oath 
(including the eventual punishment in case of wilful 
falsehood attached to it) or the scrutiny performed 
 by the process  of   called  cross-examination.
 In  respect   relation  to both these species of Vouchers, two 
 tendencies, both of them, it is conceived adverse to the 
ends of justice, appear in the occasion in question, to 
have been manifested. 
 One is  the tendency  through production for  the ready   evidence  in the ready written form   called a Voucher  a tendency 
  written species of 
to  crude form, and  this  subject to a virtual exclusion 
 evidence,  though  from the same source, on  that   those  inferior Receipts 
in which alone, what is regarded as evidence, is ever 
 received in an ordinary Court of Justice: viz. 1 testimony 
    obtained either in the oral or the epistolary mode 
 and at any rate  under   upon  oath, and  with  subject to cross-examination: 
 2. affidavit evidence, which though not 
subject to cross examination, has for its security against wilful
 falsehood the sanction of an oath.
