Vouchers not the best
 evidence
  7
What the Accountant is well aware of, is - that,
for the r admission of evidence in a shape comparatively
so untrustworthy unsatisfactory , the Commissioners have a sufficient
warrant in the express words of an Act of Parliament
+ and that, in the tenor of the Act, so it happens, + 25.G.3.C.52. ff.23
that the words "a written voucher" stand before the words
"in other evidence."
But that in comparison of evidence presented in that
shape, to which bent Jury trial is indebted for so large
a portion of its popularity the attachment <add> so justly manifested to it evidence of in
so manifest obvious a degree expand to fro be tainted with
undiscoverable fraud and falsehood, should be regarded with an eye
of preference, is what neither law ordains, nor common
 sense evidence.
I have sent On such a day I sent (says
the signer of the Invoice) in such or such a person,
by such or such a conveyance such or such goods. When perhaps to that the p person
in question, he never sent, on that or any other day
by that or any other course conveyance, these or any other
goods.
On such a day (says the signer of the
receipt) I received, of such or such a person, such
and such sums of money, in such or such an account.
when perhaps, from the person in question, he never received,
on that or any other day, or that or any other
account, any sum of money: unless as not any: it were the
money that may have was have been giving him money, given to him perhaps for the part thus
born by him, in the fabrication of this document, which to
all the characters of falsehood may have inserted all the "characters of Vouchers" whatever they
 may be.
may have united <add> and with well grounded and without danger to the parties, is suspicion on the part of the auditor, all the characters of fraud: and falsehood :
no walls to prevent the falsehood: no cross examination, to bring it to light, and permit the deception arrived at by it, if ventured in.
