I don't know whether I have made a mistake
I do myself the honour to present to your
Lordship a short slight sketch of a plan I have been
at work upon for a Penitentiary House at the desire of the Irish Government.
I do not know whether I made a mistake in
addressing it to Mr Pitt in the first instance a
proposal relative to the disposal of convicts which the advantages derivable from that
plan have enabled one to make. Its connection with
I addressed it to him
in the first instance
because
the subject of finance seemed to refer it previously
to his particular department: and an account in consideration of the degree
