<p>the command of a Regiment in his Majesty's service.</p>
 
<p>That your Memorialist &amp; his said Brother having by<lb/> a concurrence of diligence &amp; good fortune collected &amp; formed a<lb/> body of workmen in different branches such as if one dispersed<lb/> he could not for a long time if ever hope fully to replace, is<lb/> obliged &amp; will during the pendency of the present treaty be obliged<lb/> to keep them in pay &amp; in employment at an <sic>expence</sic> of<lb/> upwards of £2000 per annum, at the same time that his<lb/> manufactories being filled with the machinery destined for<lb/>the employment of convicts are incapable of being applied to the<lb/> execution of any particular branch of work from the sale<lb/> of which the reimbursement of the whole or any part of such<lb/> expenditure could be obtained.</p>
<p>That your Memorialist by the unexpected suspension of<lb/> the treaty aforesaid, at the time when he had considered the<lb/> same as brought to a conclusion, had for a twelvemonth been<lb/> subjected to the abovementioned unproductive <sic>expence</sic>, while the<lb/> profits whatever they may amount to which in the same period<lb/> he might have reaped therefrom by applying to engines<lb/> constructed on the same principles the more advantageous power<lb/> of a Steam Engine been already lost.</p>
<p>That the terms of the said existing treaty to which no <lb/> objection had ever been made on the part of the Right <lb/> Honourable Gentlemen aforesaid on any other ground than<lb/> that of the said terms appearing in some respects too burthensome<lb/> to your Memorialist, have by the said delay which has<lb/> already intervened been rendered by so much the worse than<lb/> it was intended they should be, and that to an amount for<lb/> which no adequate compensation can be made, and must<lb/> of course be rendered worse &amp; worse by every further delay that<lb/> may ensue<lb/><add>That</add></p>
