<p>Two points to be considered –<lb/>

Each will increase, neither<lb/>

<unclear>paltry</unclear> and <unclear>unavoidable</unclear><lb/>
considerations to committ<lb/>
so flagrant an act of perfidy<lb/>
and oppression, there<lb/>
is nothing so flagitious <add>but</add> that<lb/>
they may and will do it.<lb/>
Perfect despotism is thus established.</p>

has inflicted</add> they would think<lb/>
again and again<lb/>

they may among others<lb/>
in ever so high a degree<lb/>

Two points to be considered –
1. the injury
afford done to the public;
2. the injury done to
the individual.
Each will increase, neither
can lessen, much less do away, the other.

Predetermination

I will not be denied
that at the very time
that before the nomination
of the Committee,
a determination
was taken to rescind

with me: and that

of the Committee, control

there are not so much

Breach of faith

Independent of all regard
