suppose that other spots may be found equally proper
& convenient: we dont know that there are other
spots we should think so, we dont know that there

which the Contractor would think so, or could be
brought to think so, we dont know that there are
not: but in the mean time the option can at any
rate do no harm: and, as you desire it, we will
insert it. Such and such alone was the language
of prudence & good faith: such & such alone was
the language equally consistent with the engagements
to one party, & with the wishes of the
other: it therefore actually was the language of
Administration: the conclusion is a necessary
one: this & this alone was the fair & the only
construction of whatever words the occasion could
have called for.

intention ever so decided, and ever so explicitly declared
