The Congress at Thiachta
continues to this
term: as the Chinese determinately stood out
that the first principal of the delinquents should have their
heads cut off, our Commissioners did not choose
to do any such thing; so they determined in anger that
if ours did not choose to cut off the head of
one, they before our eyes would cut off the
heads of four of our people whom they had in
their possession: and the 6th of April they broke
up the Congress and so our people having lost<lb/. all hope of establishing between the two Empires
