<p>5. What renders an inflexible pertinacity on the<lb/>
part of the Parish as a result the more natural and<lb/>
probable (laying individual characters &amp; interests<lb/>
out of the question, &amp; judging merely from circumstances<lb/>
&amp; situations) is that the inconveniences<lb/>
of litigation, by being distributed among such a<lb/>
multitude (12,000 in S<hi rend="superscript">t</hi>: Margaret's alone) &amp; such<lb/>
a mass of opulence, will not be considered as an<lb/>
object of regard by any body : while the inducements<lb/>
growing out of the litigation (emoluments which<lb/>
will increase with the number of incidents and<lb/>
length of delays that can be made to take place)<lb/>
will present themselves in no inconsiderable<lb/>
magnitude to the imaginations of a few individuals<lb/>
&amp; and their friends.</p>
 
6 Supposing even a perfect co-operation between<lb/>
the now disagreeing parties, to have taken<lb/>
place, a circumstance that suggests no inconsiderable<lb/>
doubts concerning the probability of their<lb/>
engaging the legislature know well so ever inclined,<lb/>
to come into the supposed joint plan of improvement,<lb/>
is the existence of the ruinous, Poor <lb/>
House abovementioned: the situation of which<lb/>
renders it preclusive, while it stands, of any<lb/>
such comprehensive plan.  For though Government<lb/>
may display its powers in the removal<lb/>
of such an impediment for a great national<lb/>
purpose, it does not seem by any means to <add>follow</add><lb/>
