And Whereas a prisoner committed<lb/><note>7<lb/>for escape etc on the<lb/>part of a prisoner for<lb/>life -</note><lb/>to the said Prison for life would thereby be incapable<lb/>of undergoing the punishment herein<lb/>appointed for other fugitives And Whereas<lb/>capital punishment (being the usual punishment<lb/>for disobedience to a sentence of transportation<lb/>for life) is in the present instance not<lb/>necessary, and in the case of a desperate and<lb/>abandoned Prisoner might operate as an incitement<lb/>to the offence, And Whereas if some<lb/>punishment capable of striking terror into any<lb/>man</p> | ||
