2. Transportation to
an already planted
Colony.

Transportation was in this shape, for a
chronical punishment, a very frugal one:
at first indeed the executioner required £5:
but afterwards he was content to do his work
for nothing.+ Whatever the nuisance was, it
rid the country of it for a longer time than
simple imprisonment, consistently with the
principle established by Magna Charta,
could, it was thought, continue.

respects regards ulterior acts of delinquency
considered as commissible
on the part of
the same offender, it was
moreover more efficient
than simple imprisonment
had been used to
be: for whatever

Forced labour, in the situation at least
in which it was thus administered, must
have been not only a frugal mode of punishment,
but a productive one: for in
that country the faculty of contracting that
labour was a subject matter of purchase,
and after deducting the purchase money
paid once for all, and the standing expence
of maintenance a neat profit was left still made
and this without those advantages derivable
from the employment of physical barriers,
such as walls and ditches,+ to secure the presence
of the party from whence the labour was to be
extracted.
