It is in this point of view on this account that it becomes
material to consider out of what fund it is may be
most advantageous upon the whole that the expense
bestowed upon the mass of legal remedies
should in each case be derived: that is by
what plan of distribution or assessment in regard
to that mass of expense the amount of the total mass
of delinquency and of the total mass of mischief resulting
from delinquency.
