<p>Two questions upon reading it naturally present themselves<lb/>
How is the Brewer to know what particular quantity<lb/>
Particular accidental circumstances may arise in here<lb/>
and there an instance insufficient to make it appear<lb/>
that according to rules of Evidence that the Brewer is<lb/>
informed concerning these particulars. But in general<lb/>
the presumption can never appear just until something<lb/>
shall be is done to put it more in his power to gain<lb/>
such information than it is at present.<lb/></p>


<p>Measures which in this view it might be proper<lb/>
to take are 1. To require a Catalogue to be<lb/>
made at every licensing meeting of the Publicans<lb/>
licensed at that meeting to be signed by the Magistrates<lb/>
present and to be open for any inspection.<lb/>
2. That such a Catalogue should within<lb/>
a limited time be returned from every such meeting,<lb/>
within the Country to the Clerk of the <gap/> to be<lb/>
printed within such a time. 3 That<lb/>
when printed a Copy should be transmitted to every Parish<lb/>
to be hung up in the Vestry. What persons had <gap/><lb/>
would then be made a matter of notoriety.<lb/>
To some perhaps this trouble may appear unnecessary.<lb/>
