If a provision to this effect this general in intent

Parliament, there would be the occasion would be
a fit one to over for overhauling the whole system
of summary that bran procedure of that branch
of procedures to which it belongs. The framing
a general code of summary procedures applicable to
all cases (for this and no less is the task attended
to ) would be found comprizable on a much narrower
compass than would readily at first sight be imagined
it would 1 clear the statute-book henceforth and
for ever more of an enormous mass of incongruities
and as well as of an intolerable load of repetitions
and it would supercede the

between thraldom and arbitrary
