Introd:y Observations
The true ground therefore on which, if at all,
this part point in the system appears to be defensible
is as follows. The expence of this operation
as of every operation of government

pockets of a certain description of persons. These
then are the persons on whom to lay the burthen,
especially if the amount of the profit promises to
be greater than the amount of the burthen necessitated
