Delay causes
Legal delays

Your Committee have had at the same
time the concern to observe that another
main branch of the delay had laid its root in
the Law Offices — that a Bill for the
division of Tothill Fields for the purpose of
appropriating the principal part of it to
this object went as long ago as the 11th
of Decr last (being 5 months) to it from
the Treasury to Lincoln's Inn — that no set
though in the way of conversation and at
second hand he has there is reason to think that it
has been approved of, yet no sollicitation instances
has been able to procure an official report
upon the subject — that where common
sense was sufficient to remove doubts
ingenuity (or subtlety at least) has been
employ'd to raise them — that whereas
on the article on which stipulating for an arc
superannuation annuity to be granted to
the several prisoners for the benefit of
such prisoners no doubt was raised to whom
such annuities should be payable — that
instead of inserting such words as might
have been thought requisite for that purpose] many
words were employd for the indication in the declaration of the
doubt for one which the solution of it would
have required — that two months were consumed
in the generation of this doubt, and
weeks or months elapsed before any solution
of it could be received.
