<p>On this plan, at the hands of Mexico, certain<lb/>
sacrifices will, on certain suppositions, be requisite.</p>
<p>1. In Mexico has any such idea as yet been entertained,<lb/>
as that of executing the enterprize within her own<lb/>
dominions, and with capital to no greater amount than<lb/>
could be either raised by taxes, or obtained in some way<lb/>
or other from proprietors, subjects of her own Government?<lb/>
In Columbia there seems some ground for supposing that a <lb/>
conception to the like effect may perhaps have been entertained<lb/>
in relation to <hi rend="underline">herself</hi>: forwasmuch as, many<lb/>
month ago, a competent person was sent out from Europe<lb/>
by Columbia to make surveys in this view: and on<lb/>
any <add>such</add> occasion, its own internal resources are the ways and<lb/>
means which a government would naturally look to, before<lb/>
it thought of <del>other</del> extraneous ones.</p>
