One thing let me be permitted to mention which I
think would have been an improvement. and would
have done all that could be wanting to reconcile the
measure to the strict pinciples of ordinary justice.
A part of the electors stood in a meritorious light. They
had either the merit to withstand, or the good fortune to
escape, the temptation neverto to which their co-electors yielded.
Yet by the Statute in question the condition of this
meritorious part so far from being better'd was rendered
worse than it was before. There was a method by which
this mightI think have been prevented without
the least prejudice to the reforming part of the measure.
