Hard-labour Bill Preface

every county and or borough in England might
be proud to acknowledge for it's representative, Mr
Howard was, by the chance of Election-war
thrown out of his seat in an assembly, which
might be more reverenced had it more men
in it like him. Will any one say, because
the Burgesses of Bedford were so corrupt blind as to
be insensible to his merits, or so fortunate as to
have met with merits still superior merits (in a rival
candidate,) that it could be of no advantage to
the public for Mr Howard to have had the
perusal of such a Bill? and that on a question
of police Mr Howard's opinion is not worth the
the taking? I should be curious to see the man person

council, and when Bills will be printed for the
perusal not of the members of the House only,
but of the members of the community.

As to what concerns the gentleman in question author of that preface
that he had no peculiar aversion to the interference
of the public at large as visibly may be inferred from
other passages in the same discourse +. NOTE
+ See p. 9. "Many useful
and and merits
says he, "even at purpose may be expected
from others who will
"give their immediate attention.

that in omitting to take the usual methods measures usually taken for circulating
publications among the people, he acted as of course, under
the influence of Paliamentary habits. For their publication I am speaking
of has nothing to distinguish it from Bills printed in course for the
Members of the House, except the Preface (which must ever distinguish it with advantage from all
