§4 Symptoms of earlier Treachery Rose
A.B.34.Mr Bentham to Mr Rose. — Hendon, Middlesex: 6 July 1798
Asks for copy of his Draught of Contract — revives mention of Hulks & Temporary Panopticon.
The sole object, of the trouble I am now giving you, is, to
request the communication, of the Draft of my intended Contract
with the Treasury: a favour, which (I hope) may be granted
as soon as asked, and without laying any tax upon your
time. A copy of this Draft is already in existence, having
been transmitted to the Committee of Finance: therefore there
can be no danger of loss: besides, that it is among the
documents, printing in their Report on the Police. — It may
seem odd enough, that I should never have had a copy,
of an instrument to which I am a destined party: —
yet so it is. It would be a further favour, if you would
have the goodness to order, that, on the cover, in addition to
the direction to me at Queen Square Place Westminster, may
be inserted, To be forwarded by a special Messenger (I mean
a Servant of my own.) —
Having pen in hand, I cannot lay it down, without
thanking you, for the benefit I have derived from the
letter, you were pleased to favour me with, in February
last. Under the shape of simple advice, it has rendered me
very efficient assistance: and, if the opinion of the Committee
of Finance has any weight with the Treasury, on the
subject of the Penitentiary system, or of the propositions
recently submitted by me in relation to it, no further hesitation,
or lukewarmness, when that opinion comes to be
known, can easily take place.(a)(a) See Notes Mr Rider (I understand)
took a part in the business; and any account of it,
which you might be disposed to obtain from that Gentleman,
would be as compleatly satisfactory, as the best account
I, at my distance, could take upon me to give, would be the
reverse. It was even at his suggestion, if I am not misinformed,
that a paragraph was inserted, in which the Committee, assuming
