is presented by the word <hi rend="underline">forms</hi> &#x2014; by the nebulosity of the <add>: a very paragon of nebulosity.</add><lb/>

<p>By <hi rend="underline">forms</hi> are meant either operation [of government]<lb/>
or instruments [of government] meaning written instru<lb/>
<del>-ments:</del> <add>-ments, produced by correspondent operations:</add> the living instruments of government &#x2014; the members<lb/>
of the appropriate part of the Official establishment &#x2014; being,<lb/>
<del>the operators</del> in both cases, the operators.</p>
 
<p>Now among these operations, productive or not, <add>some productive, some not</add><lb/>
of correspondent instruments, there have doubtless been<lb/>
some good: <del>and of</del> <add>but moreover, unless</add> the official persons in question have<lb/>

bad. It is required to reconcile men to the bad:<lb/>

laud to it, the danger is that the laud will not stick:<lb/>
and the more palpably undeserving of laud the operation<lb/>

Forms. Another very convenient cloak for abuse
