This is but an
application of a
rule of tradition
on which the good
effects of every regulation
depend.
Consigning the description
of it to a determinate
assemblage
of words, take order
that on every occasion
in which a man's conduct is
desired to be influenced
by it, these words be
present to his mind.
Expression, and Notification
— these the two
leading words.

This is but an application of a rule memento upon the
strict observance of which, be the rule or regulation or rule what it may whatsoever the production of whatsoever
good effects are producible by means of it, or can
have been intended to be produced by it, of necessity depends. Assign
the description of it to a determinate assemblage of words,
and take such measures as are necessary for causing
it on every occasion in which the mode of acting
upon it in conformity to it takes place, the form of words to be present
to the mind of every person on whose conduct it is designed meant
to operate. Expression and notification —
these two words may suffice, even of themselves, to
give intimation of what the purpose requires to be
done.

To the great mass
of the law the application
of these words
would be attended
with much difficulty.
To the short list of
regulations necessary
for the guidance of
the proceeding of a
deliberative assembly
with no difficulty:
none at least but
what is frequently surmounted
in a dancing card-
playing Assembly —
or a drinking club
room: — at every
turnpike gate.

Applied to the great mass of the body of the laws
the observance of this memento, even were it in honestly intended
would be attended with no small difficulty.

Applied to the short list of concise regulations simple rules
which would suffice for regulation of the proceedings
of a deliberative assembly, there is no difficult all difficulty: or if
there be difficulty, whosoever has seen the regulation
of a dancing and card-playing Assembly hung up in
the Assembly room — of a drinking club room
hung up in the club-room — whoever has seen
the table of the tolls payable at a turnpike hung up
over the door gate or the lodge-door, has seen the
difficulty overcome.
