NOTORIETY in general

It will not require much Logic to prove, that if there is no
Law against Robbery and I am a Legislator and I
make a Law against it I what I keep it in my pocket -
that law can not have a much effect on the people to prevent the
crime

Now to all those who never saw it or having seen it do
not understand it not, it is just as if I had kept it in
my pocket.
Reflections thus obvious and thus thinking, one should have thought
should long ago have dictated some plan uniform and universal
plan of promulgation. They have not, none such has been
so much as proposed, much less executed.
