Provided also that if at any time during the confirmance
of this contract there should not be so many as a
thousand Convicts capable of being delivered to the charge
of rich Governor as aforesaid under the powers given by his
said Acts a dedication should be made from the said allowance of £12,000 [shall be reduced]
in proportion to the difference between said number
of one thousand and the number so capable of being
delivered as aforesaid, yet so as such deduction shall not
amount to more than £6,000 in any one year.
