<p>Could I find time to give this paper a present perusal, I should not expect to find any thing in it, to which any part of my present opinions would be opposite. But having since that time, had occasion to consider the matter in the ulterior points of view, I question whether if, for argument's sake it depended upon me, whether the institution in question should have place, my decision would be in the affirmative. <unclear>What</unclear> I remember concerning it is this: during the time when Lord Grenville was first Lord of the Treasury, I drew up the paper, and transmitted to him one or more copies, I suppose it must have been through the hands of my intimate friend and disciple Sir <gap/.
