John Neale, a Lawyer of high reputation and just professional business has been living with me this half year or three quarters of aa year occupying himself with my papers or has heard about a Penal Code which he flatters himself with the assurance of getting established in various of the Anglo-American United States. Think of a lawyer, who had no manner of subsistence but what was for his profession, quitting his business without any in advance for no other purpose than the obtaining such inclination as might be to be found in England!

Written on each dopy of Bentham, Radical Reform Bil Changing the official names of functionaries, and making a few other obvious variations, this is intended to serve for Constitutional Code Ch. VI, Legislation.
