of the Monarch <gap/> coincides with that of the people: these points<lb/>
would be found scattered over the whole field as well of penal<lb/>
as of civil law. So far as these extended I should without<lb/>
regret make the best most effectual provision to every person for the interest of<lb/>
the Monarch giving all along the reason by which the arrangements<lb/>
proposed by me had been determined.</p>
