Offences against the National Wealth.

These are the fundamental propositions one or other of which
every Legislator takes for granted, who makes protective
regulations and thereby constitutes offences
in the view of adding to the riches of the nation
If one or the other of them be not true his interpretation
can evidently be no otherwise than prejudicial. Both of
them have been combated with great force of argument
by Dr. Smith in his book on the Wealth
of Nations.

Be this as it may it is evident that the the
present is a subject which cannot be discussed fully
