those by whom the powers of government have been exercised have<lb/>
at all times had an interest <add>and consequently a desire</add> operating in direct opposition to<lb/>
that of their subjects:  and having by the supposition before<lb/>
in their hands the corresponding power, the power to give effect<lb/>
to that same interest and that same desire.  Such according <add>correspondent</add> to<lb/>
here be the consequence:  the sacrifice of the interest and felicity<lb/>
of the greater number of <del><gap/></del> the particular and thus<lb/>
sinister interest of those same rulers.</p>
