Still however even on this supposition a

produced by the precipitation on the whole
Since the idea of a Judge whose conduct
in general with precipitation
cannot but be productive of a general alarm
for want of the requisite measure of delay
& consideration each person conceiving
himself liable to appear in the character
suitor will become apprehensive of
seeing the ends of justice contravened in his
prejudice — he will be apprehensive lest if
he become an accuser the party whom he
accuses be for want of due consideration
on the part of the Judge be acquitted though
guilty. Lest in the event of his coming under
