Secret On this ground a man may stand exempt
from the charge of inconsistency though he
should maintain that the public is has been and remains still in the
wrong in many of the instances in which
it has annexed infamy imprinted the stigma on various classes
of actions and thence on various classes of
men. In the catalogue of these instances the
National Assembly of France the most respectable
interpreters and the most powerful
guides leaders of public opinion the world has yet
seen has already placed the several classes
of Non-catholics, Actors and Public Executioners.
I have ventured to dis propose
for a plan in the same list, and that for
reasons given at large in another work the
class of Usurers: and without irregularly prejudging
an important question which will
one day or other come in its turn I may venture
to observe to intimate a suspicion that
there are among the classes of acts which suggested
to me the idea of secret justice there are not
wanting those which have a draw down
upon their authors the severest mischief, but
a mischief of which the public itself is t at bottom
the principle if not the only author. W
