Indirect

Misrule

Association

I know very well that slaves can not exercise
this any more than the other rights of freedom:
and that not only the probability but the possibility
of such an institution must await those
salutory arduous changes which the magnanimous councils
of a Joseph and a Catharine are labouring
incessantly to mature. But in recommending pleading
in behalf of
the institution of associations I recommend
of course the bringing the character and
circumstances of a nation to a state which renders
associations possible.

Poland
1

In recommending associations I am aware
of the mischiefs that have been done in Poland
by confederances: but in it as a
check upon the abuses of government on the one hand and as
preservative against the mischiefs which may result
from the unreflecting plan precipitate apprehension
of such abuses on the other, I suppose a
government subsisting: I give it propose as physic, not as food.

I am sensible that there may be a
certain degree of ignorance, which so long as it
subsisted might render association a dangerous
measure. But this is an argument not against
the expediency of establishing the right of
association
