Publicity is the only security for justice.  Bentham<lb/>

he was accustomed to contemplate men in <hi rend="underline">unclave</hi> – men met<lb/>
together in secret without responsibility &amp; without dread of<lb/>
exposure.  Even where their proceedings are public, bodies of men<lb/>
are accustomed to do <unclear>witlessly</unclear> what in their individual capacity they<lb/>
would blush – or refuse – or disdain to do.  What chances are<lb/>
there then for justice when <add>it is proposed to be violated by the concurrent act of members – when</add> the stigma of reproach is divided<lb/>
