that, as for the purpose of preventing the <hi rend="underline">comparative</hi><lb/>
experiment, the institution of an establishment<lb/>
<hi rend="underline">in the open mode upon the large scale</hi> has now<lb/>
been kept back for above <hi rend="underline">eleven</hi> years, so now, to avoid<lb/>
losing any part of the benefit of that only instructive<lb/>
experiment, the institution of any <hi rend="underline">more</hi> such<lb/>
establishments in <hi rend="underline">the close mode upon the small</hi><lb/>
and thence enormously <hi rend="underline">expensive scale</hi>, may be kept<lb/>
back for <hi rend="underline">one</hi> year.&#x2014;Kept back, did I say?&#x2014;What<lb/>
I mean is nothing more &#x2014; for it would be sufficient&#x2014;<lb/>
